Dr. Melissa Skinner
Dr. Melissa Skinner, Superintendent

Dr. Skinner will be starting her 29th year in education. She started her educational career teaching kindergarten, first grade, and as a trained Reading Recovery teacher. She has experience as a campus administrator, both Assistant Principal and Principal, as well as a district level administrator charged with roles as Specialist, Instructional Coach, Coordinator of Elementary, Director of School Improvement and Curriculum and Instruction, Director of High School, Director of Literacy, Executive Director of Curriculum and Instruction, Executive Director of Strategic Coaching and Literacy, Chief Academic Officer, and Deputy Superintendent. Melissa has also worked with the Texas Education Agency as a Regional Manager in the School Improvement Division.

Dr. Skinner earned a Bachelor’s degree from Northwestern State University, a Master’s degree from Southeastern LA. University, and a Ph.D. in Curriculum and Teaching from Northcentral University.

Dr. Joel Hoff, Assistant Superintendent

Dr. Joel Hoff has been the district’s Assistant Superintendent since 2019. One of his top priorities is to ensure that each student receives a high-quality academic education as well as a well-rounded and rewarding school experience. In addition, Joel works with the school board, district administrative team, principals, teachers, support staff and families to continuously improve our schools’ level of service. Before his current role, Joel has served as a high school administrator, middle school teacher, coach, and athletic director. He has lived in Prineville with his wife and three school-aged children since 2013.
